On town land, a new house starts with a zoning permit from the Dane County zoning division, which inspects the work, usually twice, and closes with a certificate of compliance. The county says the town where the parcel sits may also require its own building permit, so the town clerk confirms who inspects the house. Parcels inside a city or village go to that municipality instead.

Farmland preservation zoning
Dane County's FP-35 General Farmland Preservation district has a 35-acre minimum lot size. Residences that existed on Feb. 20, 2010 are permitted; a new farm residence is a conditional use, not a permitted one (Dane County zoning fact sheet, Chapter 10, section 10.222).

Rural residential lots
In the county's RR-4 Rural Residential district, one single-family home is permitted per parcel on a lot of 4 to under 8 acres, with buildings covering no more than 10% of the lot. A detached accessory building may not contain living space, and the house must exist or be under construction before an accessory building gets its zoning permit.

Farmland Preservation Plan
The Dane County Board adopted the 2022 Farmland Preservation Plan on Dec. 19, 2022, and the Wisconsin Department of Agriculture, Trade and Consumer Protection has certified it through Dec. 31, 2032. The county publishes town-by-town acreage limitations alongside the plan.

Shoreland zoning
Dane County treats land within 300 feet of a river or stream, or 1,000 feet of a lake or pond, as the shoreland zoning district. A new structure within 300 feet of navigable water needs a county shoreland zoning permit, backed by a plat of survey from a licensed surveyor showing the ordinary high water mark.

Floodplain administrator
The Dane County Zoning Division is the floodplain administrator for rural parts of the county. Building in a Zone A or AE floodplain requires a floodplain development permit under the county's Chapter 17 floodplain zoning rules.

Public Health Madison & Dane County issues sanitary permits for private septic systems after a soil evaluation by a certified soil tester and a design from a licensed professional, and it issues well location permits before a well is built. A separate well construction permit comes from the DNR.

A rural residential lot generally allows one home by right, while much of the farmland sits in the FP-35 district, where a new house is a conditional use and each town's acreage limits apply. Do I need a building permit for a barndominium in Dane County, Wisconsin?
