Barndominium Builders in Jefferson County, Wisconsin

Jefferson County, Wisconsin sits between the Madison and Milwaukee metros, and much of its appeal for a barndominium is exactly that: country acreage within a commute of both. We design and build steel-framed and post-frame barndominiums in Jefferson County, from complete turnkey homes to barndominium kits for owners who plan to handle part of the work. Most projects here are a family home with a shop attached or under the same roofline, and a shouse layout is a frequent request from buyers who run a trade or keep equipment. The county sets a clear order for a new house in the towns. The sanitary permit for the septic system comes first, then the county zoning and land use permit, and the town's own building inspector issues the building permit. Every one of those permits has to be in hand before construction starts. Lot rules matter just as much: the zoning district decides the minimum lot size, and the county sets a minimum floor area for a single-family home by bedroom count. Barndominium contractors who know that sequence keep a build from stalling at the permit counter. Tell us about your land or start the survey, and we will explain how the build would run on your parcel.

Town-issued permitWho issues the permit

The town building inspector, usually a contracted inspection firm, after the county sanitary and zoning permits

Jefferson County Zoning issues the sanitary permit and then the zoning and land use permit for a new house; the county form tells owners to contact the town building inspector for the building permit and says all county and town permits must be issued before construction starts. Many towns contract that inspection out. Cities and villages in the county run their own permits.

Permit order for a new home
Jefferson County lists the permits for new residential construction in order: first the sanitary permit (fire number, a soil test by a certified soil tester, a plumber-prepared application and a notarized maintenance agreement, or a sewer lateral permit from the sanitary district), then the zoning and land use permit, which the zoning administrator grants or denies in writing within 30 days.

Lot size by district
Jefferson County's zoning requirements sheet lists a 35-acre minimum lot in the A-1 Agricultural district and a 1-acre minimum in the A-3 Agricultural (Rural Residential) district, with the same figures whether or not the lot is sewered or in shoreland. It also lists a Shoreland-Wetland overlay zone.

Minimum home size
The same Jefferson County sheet sets a minimum floor area for a single-family residence by bedroom count: 850 sq. ft. for one or two bedrooms, 930 sq. ft. for three, and 1,100 sq. ft. for four. It caps the principal structure at 35 feet or 3 stories, except in the A-3 district.

Splitting off a rural lot
Dividing an A-3 zoned lot in Jefferson County takes a petition to the county Planning and Zoning Committee with a preliminary certified survey, the reasons the division meets the county's Agricultural Preservation and Land Use Plan and ordinances, and the Town Board's decision. The owner must attend a town meeting and the county public hearing.

Town of Jefferson inspections
The Town of Jefferson (the town government, not the City of Jefferson) uses Wisconsin Inspection Agency, LLC for building inspection. Its page says a building permit is required for all new one- and two-family dwellings and for residential accessory structures of 1,000 sq. ft. or more, with no permits for agricultural-use buildings.

Building on land near Jefferson County

Rural lots in the county's towns are usually either A-1 farmland, where the minimum is 35 acres, or A-3 rural residential lots of an acre or more split off by petition. A lot that looks right on the listing may still need a rezoning or a certified survey before a house can go on it. If a parcel has low ground or standing water, check the county's Shoreland-Wetland overlay and walk the site before settling on a building pad. The plot plan the county asks for shows distances to the road centerline, lot lines, septic, well and any navigable water, including ditches. Pole barn homes and metal building homes fit most A-3 lots once the setbacks and minimum floor area are met.

Building in Jefferson County: questions

Start the survey
How much does it cost to build a barndominium near Jefferson County?
We price a build once we know the plan, the finish level and what the parcel needs for septic, well, driveway and foundation, so there is no single figure to quote up front. Our barndominium cost guide covers each cost category with third-party sources. In the towns here, put the soil test and septic design near the top of the early budget, because the sanitary permit comes before everything else.
Do I need a building permit for a barndominium in Jefferson County, Wisconsin?
Yes. On town land you need the county sanitary permit (or a sewer hookup permit), the county zoning and land use permit, and a building permit from the town's building inspector, all before construction starts. Inside a city or village, that municipality handles the building permit. The credentialed dwelling contractor on the job applies for it; see our permitting service.
Can I build a small barndominium in Jefferson County?
Yes, within limits. The county sets a minimum floor area for a single-family home based on bedrooms, starting at 850 sq. ft. for one or two bedrooms, so a very small cabin-style plan may fall short. Several of our floor plans sit comfortably above those minimums.
Can I split a building lot off my farm for a barndominium?
Possibly. A-3 rural residential lots are created by petition to the county Planning and Zoning Committee, with a preliminary certified survey and the Town Board's decision, and the division has to fit the county's farmland preservation plan. Talk to the town before you file.
