Inside the city limits, the City of Eau Claire's Inspection Services Division reviews plans, issues building permits and inspects new construction, including the heating, electrical and plumbing work. The same division enforces the city's zoning, floodplain and land use ordinances. Land outside the city is permitted by the town it sits in or by the county office that serves that town, not by the city.

Dwelling code and applications
The City of Eau Claire lists the state one- and two-family dwelling code, SPS 320-325, as its adopted building and HVAC code for one- and two-dwelling-unit buildings. Permits are applied for, paid and scheduled through the city's online permitting system; paper applications are not accepted, and inspections must be requested 24 hours ahead, by 3 pm.

Who may apply
The city allows either the homeowner or the contractor to obtain the permit for residential construction done by a contractor, and states that contractors must be state-certified to take out a permit. Electrical, plumbing and heating work done by a contractor must be done by a licensed contractor who obtains that permit.

Zoning, site improvement, subdivision and building requirements in the city sit in the Land Development Ordinance, effective October 1, 2025, with amendments effective in 2026. How much does it cost to build a barndominium near Eau Claire?

Do I need a building permit for a barndominium in Eau Claire?
Yes. The city requires a building permit for every new building, and a new home also needs its own electrical, plumbing and HVAC permits. Applications go through the city's online permitting system. Wisconsin requires the contractor who pulls the building permit for a new home to hold a State Dwelling Contractor certification; owner-occupants pulling their own permit are exempt. Can I build a post-frame barndominium on a city lot?
Often, if the zoning district allows a single-family home and the building meets the state dwelling code the city has adopted. A detached shop is treated as an accessory building, which the city requires to sit at least 10 feet from the house on the same lot.
