Barndominium Builders in Racine County, Wisconsin

Racine County splits into two landscapes. The eastern edge is urban and suburban along Lake Michigan, where the City of Racine and villages such as Mount Pleasant and Caledonia have filled in most of the open ground. The western half, around the villages of Union Grove and Waterford and the City of Burlington, is still farm fields, wetlands and small lakes, and that is where most barndominium projects in Racine County, Wisconsin end up. We build across that western side: complete turnkey homes, barndominium kits for owners handling part of the work, and shouse plans that join the house to a shop large enough for equipment and trailers. For families working toward the Chicago area or in Milwaukee, a parcel here keeps both commutes realistic. The permit route depends on the municipality. The towns of Burlington, Dover, Norway and Waterford each administer the Uniform Dwelling Code themselves, while Racine County Development Services handles county zoning, shoreland and floodplain rules, and septic permits wherever there is no public sewer. Barndominium contractors familiar with that split can line up the county and town approvals in the right order. Tell us about your land and start the survey; we will explain how a build on that parcel would run.

Town-issued permitWho issues the permit

The town's own UDC building inspection (the towns of Burlington, Dover, Norway and Waterford hold delegated authority); Racine County Development Services for zoning and sanitary permits

The state's list of municipalities with delegated Uniform Dwelling Code authority names the towns of Burlington, Dover, Norway and Waterford, so the building permit for a new home on town land comes from that town's inspector. Villages and cities in the county, including Yorkville, Raymond, Rochester and Union Grove, are listed separately and issue their own. County zoning, shoreland and septic approvals come from Racine County Development Services.

Barn before the house
Under Section 20-1008 of the county Zoning Ordinance, an accessory structure normally cannot go up until the principal building is present or under construction. In agricultural districts the county allows one first if the parcel is at least 10 contiguous acres, the structure is for agricultural use, it meets principal-structure setbacks and stands 100 feet from existing structures.

Road frontage
Racine County Development Services states that at least 33 feet of every lot must abut a public street or another approved means of access, and each parcel must also meet the minimum lot width of its zoning district; some towns set more restrictive lot widths.

Building on land near Racine County

Most acreage worth building on lies in the western towns and villages, where rivers, wetlands and small lakes bring shoreland rules into play on a surprising number of parcels. Before committing to one, confirm its road frontage, its zoning district and whether any part lies within the shore yard or the 100-year floodplain; the county holds topographic maps with general floodplain lines, but a land surveyor fixes the exact edge. The county limits the size of accessory buildings such as pole barns and garages according to lot area, so plan any detached shop alongside the house rather than after it. For the lakeshore city itself, see the [City of Racine page](/areas/racine-wi/).

Building in Racine County: questions

Start the survey
How much does it cost to build a barndominium in Racine County?
Costs track the size of the home, the finish level, the foundation and how much the site needs in driveway, well and septic work, so a figure before seeing a plan and parcel would be a guess. Our barndominium cost guide sets out each category with third-party sources. On rural land, budget separately for the soil test and septic design the county permit depends on.
Do I need a building permit for a barndominium in Racine County?
Yes. On town land the permit comes from the town's building inspector, because the towns of Burlington, Dover, Norway and Waterford each hold delegated authority for the dwelling code; in a village or city it comes from that municipality. Separately, Racine County Development Services issues the zoning permit most structures need and the sanitary permit for a septic system.
Can I put up the shop before the house?
Usually not. The county zoning ordinance holds accessory buildings back until the house is present or under construction. The exception is agricultural zoning: on 10 or more contiguous acres, a structure meant for agricultural use can come first if it meets the setbacks. Our pole barn homes service covers planning a build around that rule.
Are metal building homes allowed in rural Racine County?
Yes, where the zoning district allows a dwelling: metal building homes are sited under the same rules as any house, namely district setbacks, height limits, minimum living area and any shoreland or floodplain on the parcel. The county asks owners to speak with its specialists about siting a home, and the town inspector reviews the plans against the dwelling code.
