The local building inspector for the town (or city or village) where the parcel sits; Waukesha County Planning and Zoning issues zoning permits only in its jurisdiction
Waukesha County does not issue the building permit. The county states that a building permit is needed from the local building inspector, which on rural land means the town's inspector. Where the county zones, its Planning and Zoning Division reviews the zoning permit and mails the issued permit to that local inspector; a county sanitary permit comes first on any parcel without municipal sewer.

- Where the county zones
- Waukesha County's zoning jurisdiction covers all of the Town of Ottawa and the Village of Lac La Belle, the Town of Oconomowoc islands, and the shoreland and floodland areas of the Towns of Brookfield, Delafield, Eagle, Genesee, Merton and Mukwonago. The county states its jurisdiction does not include cities or villages; owners there contact their municipality.
- County zoning permit packet
- In its jurisdiction, the county's zoning permit application needs a sanitary permit or preliminary site evaluation approval, a scaled site plan (plat of survey preferred) showing buildings, high water mark, wells, septic and soil borings, and building plans; a stormwater review letter may be required. The county aims to mail the permit to the building inspector within two days.
- Septic (sanitary permit)
- Waukesha County states that a Sanitary Permit is required for new home construction, or for a vacant parcel, unless the parcel is served by municipal sewer. Sanitary permits and preliminary site evaluations come from the Department of Parks and Land Use, Environmental Health Division.
- Shoreland protection
- The Waukesha County Shoreland Protection Ordinance applies in the towns and the Village of Lac La Belle to land within 1,000 feet of a lake, 300 feet of a river or stream, or the 100-year floodplain, whichever is greater. The county also regulates cutting trees and vegetation in those shoreland and floodland areas.
- Farmland and floodplain
- The county's Planning and Zoning Division administers the farmland preservation, shoreland protection and floodplain ordinances, and its Farmland Preservation Plan received a 10-year update approved in 2023. Owners can look up a parcel's zoning district on the county GIS map using the Planning and Zoning layer.
- Sewered east side
- The Milwaukee Metropolitan Sewerage District lists Brookfield, Butler, Elm Grove, Menomonee Falls, Muskego and New Berlin among the 29 communities it serves, so a lot in one of those communities may be able to connect to public sewer instead of needing a county sanitary permit for a septic system.

Near the lakes in the western and central towns, the county shoreland ordinance reaches 1,000 feet back from a lake, so setbacks and tree-cutting rules can shape the building site. Away from the water and outside the Town of Ottawa, county zoning does not apply, so check the town's own zoning rules; the county's GIS map shows the district. On a rural lot, the septic system comes first: the county will not move a zoning permit forward without a sanitary permit or site evaluation, so soil tests belong before the purchase closes, not after. The eastern edge is largely sewered and built up; the larger parcels lie further west.
