A new one- or two-family home in the city is permitted through the Division of Inspection, Zoning and Electrical Systems, which enforces the Wisconsin Uniform Dwelling Code. Applicants complete the new house construction packet and file a Residential New Construction application on the Evolve Permit Portal. Parcels in the Town of Wausau and other towns are not city land and follow the town's own permit process.

The City of Wausau asks anyone building a new one- or two-family home to complete its new house construction packet (the WUBPA packet) and apply online for a Residential New Construction permit. Plumbing, plumbing lateral, electrical, electrical service and HVAC permits are filed separately for the same build.

Metal roofs on houses
Wausau does not allow metal roofs on residential buildings unless they meet the city's guidelines and are approved case by case by Inspections staff. Metal roofs using corrugated panels or exposed fasteners will not be approved on residential buildings.

Depending on the site, a new Wausau home may also need an excavation permit to connect to the main or curb stop, a driveway approach permit, and a deck permit. An early start permit must be approved by both the Zoning Administrator and the Residential Building Inspector.
