Building a barndominium in Brown County means dealing with two layers of government, and the house permit does not come from the county. Towns such as Scott, Humboldt, Morrison, Wrightstown and Holland hold their own Uniform Dwelling Code authority, and the town is also where zoning questions get answered. The county's job is septic, shoreland, floodplain and wetland permits. Most of the rural buyers we talk to here want acreage with room for a big heated shop, and a shouse plan that puts the house and the shop under one roof is a common starting point. The State's list of municipalities with delegated Uniform Dwelling Code authority (August 19, 2026) includes the Brown County towns of Eaton, Glenmore, Green Bay, Holland, Humboldt, Lawrence, Ledgeview, Morrison, New Denmark, Pittsfield, Rockland, Scott and Wrightstown. The Town of Green Bay is a separate government from the City of Green Bay.

No county-wide zoning
Brown County Zoning states that the county is not comprehensively zoned, so it cannot tell an owner how a property is zoned; the owner has to contact the town, city or village where the land is.

Shoreland and floodplain
Brown County Zoning administers the State shoreland and floodplain programs and Chapters 22 and 23 of the county code outside cities and villages: land within 1,000 feet of a navigable lake, pond or flowage, and within 300 feet of a navigable river or stream or to the landward edge of the floodplain if farther. The Village of Bellevue contracts with the county for the same work.

Septic permits
Brown County's sanitary regulations apply to any development not connected to a municipal sewer, and a sanitary permit application must be submitted to the county for every new private onsite wastewater treatment system (POWTS).

Soil test first
Brown County's first step toward a septic permit is a soil and site evaluation by a certified soil tester, then a design by a plumber, engineer or system designer. The county holds agent status to approve most POWTS plans itself, generally in about five business days, after which the installing plumber applies for the sanitary permit.

How much does it cost to build a barndominium in Brown County?

Do I need a building permit for a barndominium on town land?
Yes. A new dwelling needs a Uniform Dwelling Code permit, and on town land it comes from the town, through its own inspector or the one it contracts with, rather than from the county. Ask the town clerk who the inspector is. You will also need a county sanitary permit for the septic system, and a county shoreland or floodplain permit if the parcel is near navigable water.
Where do I find out how my land is zoned?
At the town hall. Brown County does not zone comprehensively and refers owners to the town, city or village where the land is. Ask whether a residence is allowed in the parcel's district and how big an accessory building can be, before you commit to a plan. Barndominium contractors who know the local town boards can often tell you which questions to ask.
Will I need a septic system and a well?
On most rural parcels, yes. The county's sanitary rules cover any home not connected to municipal sewer. A certified soil tester evaluates the site first, then a designer or plumber sizes the system, and the county usually approves the plan in about a week. Plan for a private well too, unless the parcel can connect to a public water system.
