Winnebago County lists the City of Oshkosh among the incorporated places that keep their own zoning jurisdiction and issue all required permits, so a house inside the city goes through the city. Land in the Town of Oshkosh is different: the town's contracted inspector issues the building permit, and Winnebago County handles shoreland, sanitary and erosion control permits there.

City vs town zoning: Winnebago County's zoning office names four kinds of zoning jurisdiction. The City of Oshkosh is incorporated and issues its own permits; the Town of Oshkosh is one of eleven towns that keep their own zoning jurisdiction for zoning permits only, while the county keeps shoreland areas.
Town of Oshkosh inspector: The Town of Oshkosh changed its building permit process: from August 15, 2025, applicants apply directly to AJ Inspection Services LLC, which processes permit applications and conducts inspections by appointment. For a new home, the town says to submit the State DSPS new-home application first, then complete the town's own building permit application.
Shoreland in the Town of Oshkosh: The Town of Oshkosh states that Winnebago County keeps jurisdiction over shoreland areas, 1,000 feet from navigable waters, and that owners of property in the shoreland area apply to the Winnebago County Zoning Department rather than the town.
Sewer or septic: In the Town of Oshkosh, a property inside a sanitary district needs a lateral permit from that district to connect; a private onsite system needs a sanitary permit from Winnebago County. The county regulates all septic systems and holding tanks and became a delegated plan review authority for one- and two-family systems on August 28, 2019.
Private wells: Winnebago County does not regulate wells: its zoning office sends well questions to the Department of Natural Resources office in Oshkosh or to a licensed well driller. The Town of Oshkosh likewise points owners to DNR private well information.

How much does it cost to build a barndominium near Oshkosh?

Do I need a building permit for a barndominium in Oshkosh?

Yes. Inside the city limits, the City of Oshkosh issues the permits. In the Town of Oshkosh, the town's contracted inspector handles the building permit after the State new-home application is accepted, and a lot within the shoreland area also needs a Winnebago County permit. The credentialed dwelling contractor on your build applies for the permit.

Is the Town of Oshkosh the same as the City of Oshkosh?

No. They are separate governments with separate permit offices. The city issues its own permits for land inside its limits; the town governs land outside the city, keeps its own zoning ordinance and uses a contracted building inspector. Check the tax bill or the county parcel viewer to see which one your lot is in before you apply for anything.

Can I build a barndominium on Lake Winnebago shoreland?

Often, but Winnebago County sets the rules inside the shoreland zone, and its zoning office says wetlands cannot be filled regardless of size. Expect a county zoning permit alongside the town or city permit, and possibly a wetland delineation if the lot has unmapped wetland.
