For a new house inside the city limits, Green Bay's Department of Community and Economic Development issues the building permit after site plan and building plan review, and its inspectors carry the project to a certificate of occupancy. New-home applications must be started online. Parcels outside the city belong to a surrounding town or village, which has its own inspector.

Contractor credentials checked
The City of Green Bay states that a contractor must carry the State Dwelling Contractor Certification and a Dwelling Contractor Qualifier Certification from the Department of Safety and Professional Services, and that before issuing a permit on a one- or two-family dwelling the city must verify the business holds or employs someone with both.

What the application lists
Green Bay asks for a scaled site plan showing property lines, buildings, driveways and distances to lot lines, a framing plan for new construction, the estimated project cost, and the names of all contractors, including plumbers and electricians, with their state credential numbers. Trades permits go in with the building permit application.

Erosion control
The city requires an approved erosion control permit application and erosion control plan, meeting Chapter 34 of the Green Bay Municipal Code and/or the Uniform Dwelling Code, before permits are issued and before any land-disturbing construction begins. Green Bay Water has drawn the city's water from Lake Michigan since August 1957, through a facility about 27 miles east of Green Bay, just north of the City of Kewaunee. The utility also sells water wholesale to the Village of Ashwaubenon, the Town of Scott, the Village of Hobart and the Village of Wrightstown.

Building on land near Green Bay
