The City of Sheboygan's January 2026 checklist for a new one- or two-family home lists the online state building permit, electrical and HVAC applications, a contractor list, a soil erosion control form, two sets of building plans, two heat-loss calculations and two certified plat plans with a drainage plan approved by Engineering. Truss and I-joist plans are due before rough-in.

Permit life and pre-approvals
Sheboygan's Building Division says new development may be subject to site plan review, erosion control and zoning approvals before a permit is issued. New home permits expire 24 months from issuance, and no building project may start until the permit has been issued.

Who may pull the permit
The city lets owners who live in a single-family home do their own permitted building work. Owners who will not live in the dwelling, and owners of two-family dwellings, must hold the Dwelling Contractor Credential from the state Department of Safety and Professional Services before a permit is issued.

Zoning code rewrite
The City of Sheboygan is revising its zoning code; the city says the current code was last updated in 1996. In March 2026 the Common Council referred the draft to its Committee of the Whole for further public input before final consideration.

Septic systems in the county
Sheboygan County's Planning & Conservation Department administers the county Sanitary Ordinance (Chapter 70). New and replacement septic systems and tanks go in on the state sanitary permit application, and the department also takes POWTS maintenance reports and holding-tank servicing contracts.
