Shoreland areas
Outagamie County's shoreland ordinance (Chapter 44) covers land outside cities and villages within 1,000 feet of the ordinary high-water mark of navigable lakes, ponds or flowages, and within 300 feet of navigable rivers or streams or to the landward side of the floodplain, whichever is greater. Sanitary permit
Under Chapter 42 of the county code, the county zoning administrator is the issuing agent for private sewage systems. No one may install a system unless the property owner holds a valid sanitary permit, and the issuing agent reviews the certified soil tester's report, verifying it on site if necessary, before approving the application.

Septic inspection
An Outagamie County sanitary permit is valid for two years from issue and can be renewed. The county inspects each new private sewage system after construction but before backfilling, by the end of the next workday after the plumber in charge gives notice.

Do I need a building permit for a barndominium on town land?
Yes. A new dwelling needs a Uniform Dwelling Code permit, and on town land it comes from the town or the inspector the town contracts with, not from the county. Before that, confirm the zoning allows a residence on the parcel, and apply for the county sanitary permit for the septic system. A shoreland permit is needed too if the site is near navigable water.
Can I put a barndominium on agricultural land?
Sometimes. The county zoning code has both an Exclusive agricultural and a General agricultural district, and whether a new residence is allowed depends on the district and on the town's own rules. Barndominium contractors can plan around a district's limits, but only the zoning office can confirm them, so ask before you close on the land.
